The Progressive Movement in the United States was not started by one person or one group. The progressive ideas and ideals that were expressed in the early years of the 20th century go back to the ideas expressed by Jefferson in the Declaration of Independence. The Progressive Movement inherited ideas and reforms from such groups as the Mugwumps, the groups leading the Social Gospel movement, the women's movement which goes back to the 19th century, Populism, and even some socialistic ideas put forth in the late 19th century. Another factor in the success of the movement was that there were three progressive presidents who pushed the ideals of the movement, and leading senators and representatives who helped create the public support for the movement's reforms. During the progressive era reforms such as the Pure Drug and Food Act, the Nineteenth amendment, and the process to better the public education are just some of changes the helped ordinary people. The pure Drug and Food Act banned medicines that were not scientifically tested from being sold and caused restaurants and factories to be more cautious with their factories. Products became much more healthier. The nineteenth amendment allowed any U.S. citizen that was 18 years and old to vote. This allowed ordinary women the chance to be apart of the countries decisions, which was women's suffrage The change in public education brought upon the idea of high schools and it was an era when teaching styles changed. Before the progressive reforms students had various teachers throughout the year because of their lack of training, but the reforms allowed colleges to specifically train teacher to educate the ordinary civilians.
I don't know if you consider this a minority group, but African Americans were completely overlooked during the Progressive movement.
