The agora was the market place, and people who came to buy and sell food talked about anything they pleased. There were also the perfume shops where the menfolk congregated to get a sweeter smell, and chatted openly.

The reality was that Pericles steered Athens into a radical democracy where the people met in assembly and made the decisions. They were the government. Between fortnightly assembly meetings, an elected council of 50 carried out the decisions of the assembly. Pericles called himself 'First Citizen' and had to persuade the people in assembly to approve any proposals he put forward. Others also put forward proposals to the assembly in parallel of competition. Pericles won some, lost some. He did not rule. That's what the democracy was all about - demos = people kratos = power - people power.
Athens became a direct democracy where all Athenian citizens voted on laws and legislation and the Council carried out these decisions. Sparta was a limited democracy where two kings were responsible for war and religious leadership, and a 28-member council of elders which took significant issues to an assembly of citizens who could vote yes or no on the council's proposals on those issues.
