A number of folks were there for many of the meetings but not at the signing. That was not necessarily because they opposed. Three men present at the time of signing specificallyrefused refused to sign the document: George Mason of Virginia, Edmund Randolph of Virginia, and Elbridge Gerry of Massachusetts. Randolph later championed the Constitution at the Virginia ratifying convention, and Gerry became a big supporter of the Constitution after its ratification.
I think that both Congress and the president should have power in conducting foreign affairs. Some powers are not listed in the Constitution but both the president and Congress should have some exclusive foreign policy powers.
I can only think of one and that was Woodrow Wilson.Several other presidents went to school in states that were future Confederate state or had been confederate states when they lived there.
In recent years, the President has been more instrumental in choosing the vice-president. In most cases, he picks someone he can work with and whom he trusts. Therefore, he is williing to assign him important missions. Also, the workload on the President has increased - he has more need to have someone he trusts to perform some the duties that Presidents used to do themselves.
I think military leaders should override the president's decision because the president is known as a piece of *-_+

Well, it's a title, and a nationally recognized one at that (not that I think being 'nationally recognized' has much to do with why it should be capitalized, but I digress). To answer your question; yes, I do believe it should be capitalized.
