Congress has the right "To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof." Basically, this is called the "Necessary and Proper Clause," and it allows Congress to make any laws it deems necessary and/or proper. Kind of like a way Congress can just make any law and Congress can say, "well, it's necessary! It's proper! We're doing it!"
