The President Pro Tempore is authorized to do certain things during the absence of the Vice President like ruling on points of order, he/she is also one of the 2 people that are over the 25th. amendment to the US Constitution which deals with presidential ability or disability (the other person is the Speaker of the House), he/she is the legally the person who receives various reports to the Senate (things like the War Powers Act (which stipulates that the President has to notify Congress within 48 hours of committing us to war)), he/she in a joint effort with the Speaker of the House can make the President call Congress back into session. The President Pro Tempore also deals with the appointment of many congressional officers, committees, some commissions, and advisory boards.
