Variation is unavoidable due to unkowns in the various influencing factors.4. The exemption of undocumented residents. Although everyone is entitled to emergency health care, only citizens and legal residents will be penalized for not having the insurance to pay the bill.AnswerThe PPACA is unconstitutional. Beginning in 2014, the bill will require all Americans to purchase health insurance. This is the first time in history that the federal government has ever forced Americans to buy anything, simply on the grounds that they are citizens of this country.
