In the later years of the 19th century and in the early years of the 20th century, certainly Japan was a rising power in the Pacific region especially in the East Asian area. The imperialism forces of Europe, the USA and of Japan were all involved in gaining territory and spheres of influence, especially in China. The 1904-5 Russo-Japanese War was evidence of Japan's surprising power.As for the US, yes it had emerged as a Pacific power, with navy and holdings in the Philippines and Hawaii. But the US then was primarily concerned with keeping order in its own sphere in South America and Cuba.

The Chinook were Native Americans in the Pacific Northwest region of the United States. In the early 19th century, the Chinook peoples lived along the lower and middle Columbia River in present-day Oregon and Washington. The Chinookan tribes were those encountered by the Lewis and Clark Expedition in 1805 on the lower Columbia.
