The States
The states actually had the most power under the Articles of Confederation. This did not prove workable for the federal government, and this eventually led to the Constitutional Convention.
The Articles of Confederation was the early U.S. constitution (1781 - 89) under the government by the Continental Congress, replaced in 1787 by the United States Constitution. It provided for a confederation of sovereign states and gave the Congress power to regulate foreign affairs, war, and the postal service, to control Indian affairs, and to borrow money.
The weakness in the Articles of Confederation was due to it's loose connection of the states, which gave the federal government little power such as the ability to tax. The Articles of Confederation weren't corrected instead The Constitution replaced it, which gave the federal government much more authority and power and strongly united the country.

The central government was more limited under the Articles Of Confederation than under the Constitution. People did not trust the government to have too much power. It looks like they were right.

The Articles of Confederation did NOT provide the United States with an effective government. It lacked many powers that we now have. For example the government in the 1780's couldn't impose taxes, it was unicameral, and it could not declare war. If it would have been effective we would still be under the power of the articles instead of the constitution.
