The New Jersey and Virginia Plans of the 1780s were each meant to provide a formula to choose representatives to the legislature being created during the Constitutional Convention. The Virginia Plan called for representatives to be allotted in proportion to the state's population while the New Jersey Plan would have the number of representatives be the same for each state regardless of population.

New Jersey Plan aka Small States Plan. This plan was to apportion equal representation in both of the houses in the proposed bicameral system. This favored small states which could not compete population wise with larger states, such as Virginia. The Virginia Plan aka Large States Plan was designed to have both houses in the proposed system have the number representatives based on population. Large states such as Virginia would be able to pass anything they desired because of this increased representation. The Great Compromise (or the Connecticut Compromise due to Roger Sherman's large involvement) maintained a bicameral system, but had one house (The House of Representatives) based on population, while the other (The Senate) gave each state 2 representatives each, regardless of population.

To benefit their states and the size of it. The new jersey plan wanted everything to be equal but the Virginia plan wanted everything to be based on population because they are a bigger state.
