He meant that the question commonly posed by Americans who attended his lectures in France, was so similar that he dubbed it "The American Question". This question was asked by a different American, at different lectures, on various dates and times. The question often asked is: How can we speed up developmental processes?.
During the Revolutionary War, the French decided to send substantial help to the American freedom-fighters only in 1777, several years after the start of hostilities. Not wishing to support a doomed cause, and waiting to see how spirited the Americans would (and could) resist British force, the French were convinced by the American victory at Saratoga that lending support would be a worthy investment in American and their own efforts against the British.

Well during the Revolutionary War, the 13 colonies asked other countries (like France) for huge bank loans and used continentals but lost value over time so profiteers took advantage of this and raised prices.
The Polish engineer who build forts and worked on other projects during the Revolutionary War was Thaddeus Kosciuszko. It was Ben Franklin who asked him to do the work.
