Yes. They have a book of names and when you vote they look it up and you sign in. If you could vote at any polling station the book would be so big that no one could use it. You can always vote with an absentee ballot.
Men were able to vote in the 1920s as long as they were older than 21. Women could vote if they were over 30, a law passed by the British Parliamant, the law was changed that women could vote at the age of 21 in 1928. African Americans could not vote until The Voting Rights Act of 1965.
It wasn’t. I say this because slaves were still enslaved, women had no rights, and only land holding men over 21 could vote. Congress were the only ones who could vote for president. In reality even though today we look at the constitution in a modern way the men who wrote it didn’t think the population of the new country were smart enough to vote. The 55 white men who wrote the constitution were the elite educated of the country.
A country could have a referendum to ask its people if they want to leave. If the people voted for this, the country could then leave.

It didn't go by state, but by amendment to the constitution. The 19th amendment was passed and women could vote through out the United States.
