It also created economical problems with failing agriculture and the industrial development could not start because of lack of money.
The freedmen were the 4 million african americans that came to the South after they had been free. They gave Reconstruction goverments a glimpse of the struggle and hunger that the 4 million freedmen had. :(
Because after reconstruction they needed to rebuild the south so they had to increase the taxes. That way the government can rebuild the ruined land....im not sure about this answer though...thats what i think :(
