Because Johnson, by means of his plan Plan was attempting to rescue the former "Rebels" from the consequences of their rebellion. That triggered a serious political crisis in 1866-68, which led the president and the Congress to get at loggerheads.

The basic reason that the reconstruction plans of US President Andrew Johnson were rooted in the ideology of the Radical Republicans. They believed that Johnson's plans were far too lenient to the South. Many of the Radicals sought to severely punish the Southern states that had rebelled.

Radical Republicans wanted to punish the South and treat them like a conquered nation. Accordingly the found Johnson's plan to be too lenient and forgiving.
