Yes. Alabama is north of the western Florida panhandle, and east of Florida on the Gulf of Mexico.

In most cases that would be Colorado however in the northern panhandle area Wyoming is the more correct answer.

I'm not positive about all the states, but I'll take a shot at it. I suspect that the five states are: Texas, Oklahoma, Kansas, Colorado and New Mexico, with the two "panhandle" states being Texas and Oklahoma.
