Because he was the first President of the United States.

His picture was put on the quarter in 1932 to honor the bicentennial of his birth. The new design was intended to be a short-term commemorative, with the previous Standing Liberty design being resumed in 1933 or '34. It proved to be so popular that it was made permanent.
