It refers to the cultural period in the history of the Mediterranean Sea when the culture of the Greeks and Romans became intermingled through the cultural influence of the former on the latter. It is therefore related to the Greco-Roman world. The Greeks also had a strong influence of the eastern part of the Roman Empire (the eastern Mediterranean) because they had ruled this area for several centuries before the arrival of the Romans. Greek was the lingual franca in this area. The education of Roman elite men was both in Latin and Greek and these men were fluent in Greek.

The Mediterranean Sea did not develop the Roman civilisation. Seas do not develop civilisations. It was the other way round. The Roman civilisation was one of the civiliastions which developed in the Mediterranean (because Rome was and still is in the Mediterranean). Other Mediterranean civilisations were the Egyptians, the Phoenicians and the Greeks.
