The Roman Empire was multicultural because it encompassed many different peoples and their customs. It began with Italy itself, which had several cultures before the Romans united the peninsula, some of them being Etruscan, Oscan, Greek. As the empire expanded, it took in more peoples such as the Germans, Egyptians, Syrians, and the British tribes.

Roman culture was multicultural for the outset. The foundation of Rome was said to have involved a fusion between Latins and Sabines. Sabine culture had an influence and a number of Sabine gods were absorbed into Roman religion. The earlier Romans were also influenced by the Etruscans and the Greeks of the Greek colonies (settlements) in southern Italy. Later they were also influenced by the Greeks of mainland Greece. The Greek influence was so deep that the Romans became hellenised.

The Romans were flexible with regard of ethnicity. Two of the seven kings of the monarchy of early Rome were Sabines and one was half Greek and half Etruscan. The famous Claudian family was originally Sabine. The man who settled this Sabine clan in Rome became a consul (one of the two annually elected heads of the Republic). A few aristocratic families were original from Etruria.

When Rome became an empire, many people were taken to Rome as slaves or migrated to Rome. There were people for all the corners of the empire. At one point the majority of the citizens of the city of Rome were freedmen and their descendants. Freedmen could in this city acquire Roman citizenship on the ground of permanent residence in Rome.

Roman art became Greco-Roman because the Romans absorbed the architectural orders of the Greeks for temples and porticoes and based their statues on those of the Greeks. Although this is well known, Roman art was also influenced from other peoples in the provinces of the empire.
