Food chains always begin with the organism which makes the energy containing substances which are eaten by other organisms, in other words a producer, usually a green plant which photosynthesises. It is an example of a convention, that is an agreed way of doing things. If you are being tested on food chains, you must show that you understand the convention if you want to be marked correct. A good example would be grass--> cow --> human being. it is simply considered wrong to write it the other way round.
