For most states yes. But for six states: Alaska, Arkansas, Idaho, Mississippi, North Dakota, and South Dakota do not have felony provisions for cruelty to animals. The most you get is 1 year in jail and $1,000 to $2,000 and that is it. The maximum punishment is in Louisiana you have 10 years in jail and a $10,000 fine. Most of wish to have a greater punishment. So its not many years in jail or hundreds of thousands of $$$.
