If you are checking the connector with a test light, then you will need someone to turn the key on when you are checking it for fire. You will need to cycle the key on and off if you are not ready with the test light because you will only have power at the connector for 3 to 4 seconds at a time when the engine is not running.
Check the fuse and the relay. If it's the fuse, and the next fuse blows out immediately, be suspicious of the fuel pump.

Need more info, does it turn over? Did you check to see if you have fuel getting to the engine (does the pump in the tank run when you turn the key)? Do you have spark (check with a inline spark tester $6.00)?

The fuel filter on a 1999 Tahoe 4x4, 2 door, is located under the truck on the driver side close to the tank. Follow the fuel line from the fuel tank and it will take u straight to it.

NO it does not. If the fuel pump won't run then you need to check the fuel pump fuse and relay and make sure they are okay. Chevy did have a problem with the wireing connecter on the top of the fuel tank that plugs into the fuel sending unit.
