Check the fuse and the relay. If it's the fuse, and the next fuse blows out immediately, be suspicious of the fuel pump.
If you are checking the connector with a test light, then you will need someone to turn the key on when you are checking it for fire. You will need to cycle the key on and off if you are not ready with the test light because you will only have power at the connector for 3 to 4 seconds at a time when the engine is not running.

It is inside of the gas tank. You will have to remove the tank to service the fuel pump. From someone who has replaced 2 fuel pumps. The 1999 Tahoe needs a GM fuel pump. The after market fuel pumps don't work. Something about not pulling enough volume I think. After I replaced with the GM fuel pump, the car worked great.
