Your fuel pump should run all the time. If it is loud its bad or going bad. As for the puddle - spray silicone on your spark plug wires a cap. Vans inject water at great pressure because of the cover. That's most likely the problem.

There is a separate motor that runs the odometer. It is not running for some reasson. TAke it to a speedo shop.

Pull the hot (+) positive lead on the battery while running...If car quits it's bad. Best way is to put voltmeter (Multimeter) on battery while running..if 13 + volts at idle then alternator is good, if 14+ then it's great!
The fuel pump runs constantly as long as the engine is running.
going through a deep puddle will cause water to get into your Distributor causing the spark plugs not to fire, take off the distributor cap and make sure its dry as a bone
After the engine has cooled to a certain temp, it should shut off. If it is running constantly, this is an indication the engine is overheating.
I know I used to have this Problem in a ford also... it was caused by water flying up under car and hitting spark plugs believe it or not..after it dried out it was ok again..when i couldn't avoid puddle just drive super slow through it! Hope this helps..
