Yes. The easiest way to do this is to turn the steering wheel fully from side to side several times while the car is running. It may take some time to get all the air out, sometimes a couple of days of driving. Don't hold it at the full turn for any length of time as its hard on the pump & rack when you do this.
Generally they self bleed by starting the engine, turning the steering wheel from stop to stop then shut off engine and allow the bubbles to come to top of reservoir. Do this a few times and you should be good to go.
hydraulic clutch does not have adjustment. replace the clutch it has a slave cylinder underneath and what you do is pump up the clutch and then hold it and have somone turn the line going itno th slave cylinder until you have clear fluid that is not how you bleed a clutch to the jeep owner, if you know how to bleed brakes on a vehicle, then you know how to bleed the clutch on a vehicle both done the same way.now if no parts of the clutch, such as master or slave cylander have been touched or let run out of fluid, there is still no need to bleed as that will not be the problem you might look at the linkage on the slave cylander. sometimes there is nylon bushing on the cylander rod that wears out. replace this bushing which is easy to do and your clutch will be good again.

You don't bleed power steering fluid. Raise the front of the car, start the engine, turn the steering wheel lock-to-lock 3 times to get the air out of the system. Make sure to use axle stands and block the wheels so you can do this safely.
Check the fluid level in the power steering pump. If it is full the pump may be going out. Air in the pump will also cause this so bleed it. The way you bleed it is to start the engine and then turn the steering wheel fully to the right and then fully to the left around 5 times. This will bleed all air out of the system.
If you put water in your power steering reservoir you could damage the gears in your power steering gear box. Don't drive the vehicle until you drain the reservoir, pump and gear box of your power steering system and replace with the proper fluid. You will need to bleed the system as well.
