It may be that when you shut down your car earlier you had your steering wheel turned just so. Try inserting your key in the ignition and turn your steering wheel just slightly and see if that will unlock the switch. I had that happen to me and that is all I needed to do. Hope this helped.
this locking mechanism is built into all cars, on this model you cant disable that feature. if you take the steering wheel and turn it so its not pushing against the lock pin in the key switch, then turn the key, it should turn easily. If you park your Camry with the front wheels pointed straight ahead, you will avoid this problem, as there will be no presure against the locking pin. If you do find the ignition locked, follow instructions in previous answer, but also be sure to firmly depress the brake pedal as you gently turn the steering wheel back and forth while at the same time trying to turn ignition key. Do NOT try to force the key, when you find the right spot for the steering wheel, the key will turn easily. p.s. if auto transmission, be sure its in PARK.
I have this same problem. Presently I pull fuse 13 to shut off the motor and then disconnect the negative battery cable. If I am going to be using the car within 2 or 3 hours I leave the cable connected and just pull the fuse. I am told that I need to have a new tumbler lock put in. The steering wheel needs to be pulled and the air bag disassembled. Sounds expensive to me! I am trying to get someone to bypass the lock and put in a pushbutton starter.

i am having the exact same issue all of a sudden. mine's a 90. Mine will turn off, but only after fighting with it. one of the guys at the repair shop i went to told me that sometimes, if you mess with your tilt steering while turning the switch, it can help unstick it. i don't know.. they tried mine out several times while there and the dang thing worked fine every time.. ughh.. from what I've read so far, if the car has tilt steering, you need a special tool to get in there and remove it. it would be helpful to get a chiltons or haynes manual, they are usually real good on diagrams, instructions.. good luck!!

That's a security issue, if your wheel locks and you cant turn the key for ignition, get in driver seat put key in ignition close the doors, lock yourself in the car, and try to start the car.
Most cars have one included from the car manufacturer. To enable you turn the key to a certain position that does two things, locks the ignition so it cant be turned on to start the car and second it activates the steering wheel lock so the steering can't be turned.

Internal seal in the Rack & Pinion steering. You probably shouldn't drive it until you get it fixed.

I cant remember the exact steps, but I dit it once, you pull the steering wheel off, then pull off all the plastic covers around it, and pull a little pin out of the ignition key cylinder, then it drops out, and you can install a new one (or use pliers like i did)
My 1998 Skylark has a switch on the bottom of the steering column I need to push in order to get the keys out of the ignition...
More than likely, your sterring wheel is turned hard to the left or right.....or middle, actually....anytime you turn hard against the wheel after you have shut off your engine, you are pushing against the unassisted (by power) steering, this means that you will encounter resistance, and when you do turn your key all the way to the off position, and then let go of the steering wheel, there will be considerable pressure against the ignition assembly....It can be all but impossible to start the car until you turn the wheel to ease pressure on the lockset........i cant tell you how many times i have seen this, and panicked people who cannot start their car.....i lean in to the vehicle, pull the wheel to one side or the other and magically they can turn the key...... Of course, you could have a really badly eroded key, but not likely in a 2004....... we can assume you are not using the key to your Briggs & stratton to start you car, right......
