Sounds like a loose connection in the keyswitch wiring harness.

The cylinder should not be worn out on a 99 car unless you were using a very heavy key chain. I would just replace the ignition switch if the cylinder works OK. You also might try some Graphite lube on the cylinder.
The distributor switches on the low side of the ignition coil (-), usually a black wire. It should read ~13 V (battery) with the points open and ~0 V with the points closed (grounds it to the block). The other side of the coil (+) is usually a green wire. It should read ~13 V when the points are open and drop to ~8 V with the points closed (unless ignition switch held in start position, bypassing the ballast resistor). If converted to electronic ignition, there are other wires and the points (or pickup) acts as just a sensor signal.
You need the key. Remove the plastic shroud around the ignition. Insert the key, Turn the ignition to the accessory position. Look about 1 and 1/2 inches down the top of the ignition and you will see a square hole. Use something to depress the retainer and pull the ignition out. Put the new ignition in the accessory position and insert where the old one was. If you do not have a key the ignition cylinder will have to be drilled. If you are not sure how to do this. DON'T DO IT!!! Call a locksmith. Also I read in another post similar to this one and in the answer someone wrote, use a puller and pull the ignition. Do not do this. The metal surrounding the ignition cylinder in this car is a very soft pot metal and can be damaged, therefore making matters worse, by not allowing your new ignition to stay in or not go in at all. I've been a locksmith for 17 years and service anything from file cabinets to high security safes and everything in between, so when I say do not attempt unless you know what you are doing, it means presicely that. Unless you have an LED test lamp the cheapest option is to buy a re set tool from an accessory shop. If you have an LED test lamp Switch ignition on Connect LED test lamp between terminal 7 & earth of the diagnostic connector located on the vehicles inner wing After 3 seconds 5 green LEDs will illuminate switch ignition off
