Jimmy Carter had only one African American cabinet member. Her name is Patricia R. Harris (1924 - 1985) who served as the Secretary of Housing and Urban Development from 1977 - 1979 and then appointed to Secretary of Health, Education, and Welfare (now known as Secretary of Health and Human Services) from 1979 - 1981.
