You can purchase both oil and water based interior paints. Usually the oil is used on trim, doors and any surface that requires frequent cleaning, while the water based coatings are used on walls.
Because it's only intended for trim, doors, and windows, if it's used on all the wall, it will make that wall look cheap. A better choice for a wall is a washable, matte paint that will not show off every imperfection the way a semi-gloss will.
easy. Oil based paint is very durable when cured. This makes it "easy" to sand because the paint powders up quickly unlike latex paint which remains more flexible therefor gumming up normal sandpaper. It is unusual to find interior walls coated with an oil based paint, it is normally found on interior trim, doors, and cabinetry. If you are wanting to paint over the oil based paint, you can use a liquid de-glosser to prep the walls and paint directly over the oil. If it is a major color change, use a primer tinted 50 percent strength of the final color. Like they said-"easy"

I use Lynn White in Salinas, very honest To paint interior trim & doors, it isn't very expensive if you do it yourself. Depending on how much paint you buy & what kind, it should cost around $50 if you get a medium quality, large can. Next, you will need to buy brushes, masking tape, & other painting necessities. If you hire someone, it may be more but painting the interior trim & doors of a house should cost less than $100. I would estimate it would cost $85 depending on the type of paint, the amount of paint, the type of brushes, the size of the areas which need to be painted, etc.
Either oil or latex primer can be used over interior latex paint.
You don't have to. the trim can be a contrasting color. It's your house, if you like it, it's nobody's business.

Using exterior paint on the interior should not be a problem. You would only use exterior paint outside because it weathers better, which is not really an issue here.
