The relay is sticking. Replace it.
I don't know about just the engine but the complete cooling system including the engine , radiator, heater and all hoses holds aprox 5 qts. Some with standard transmission take a little less.
You didn't mention what year or engine it has but it if the cooling system is void of all coolant, it should hold between 14 to 16 qts of coolant.

Volkswagen has a hardwired cooling system in a good number of their models, the cooling fan will run several minutes after driving. Especially if the engine is overheated, you can expect the fan to resume after it has initially shut off... So make sure to disconnect the battery before any repairs following running the engine. If it runs even with the car shut off it is probably a bad switch. If it runs all the time with the engine running it is probably a bad temp sensor.
