1. Turn on the radio;
2. switch to the FM band;
3. set the frequency to the lowest possible;
4. press SET;
5. press SEL;
6. press memory button no. 1 five times.
The radio will reset itself, all settings will be lost but it can now also receive the even frequency numbers.

You may be out of luck. In the US, FM radio stations are assigned the frequencies on the odd-tenths in the band 88 - 108 MHz. A radio designed for use exclusively in North America will have no provision for tuning to the even-tenths. You may need to replace the radio with one designed for service in Europe. Contact the manufacturers of the radio and the car, and give the model and serial numbers of the radio if possible. There may be a chance that there is an internal "fix" for European service, although we suspect that the manufacturers of American auto parts are quite provincial.
