In poorer countries they have a small budget so how much they spend is very important. Since they have a small budget and need to make it last the quality of the material used is low. This makes the buildings poorly built and not well supported. Buildings are not made to withstanding side to side movements and so topple over. This causes building to fall over by either the earthquake itself or the aftershocks. When buildings fall people die
because they can afford to prepare for something that may never happen. Poor countries, they have trouble enough getting through the day. They can't be spending precious money on rare, future events.
Scarcity = limited resources of the earth. Developed countries have better technology and organization to deal with scarcity, but scarcity is still there
