my speed sensor on my hardbody was a simple bolt off/bolt on sensor attached to the abs. It took removing the wheel, hub assembly (which needed packing anyways), rotor and calipers to reach it. good luck
If your talking about the brake bleeder, it is on the caliper/brake cylinder at the wheel.
There isn't a way to disable the governor. The computer takes input from the engine speed and vehicle speed, when it reaches a certain point (actually about 97MPH) the computer shuts off the fuel injectors and ignition at the coil util the speed drops back down.

The vehicle speed sensor, on your 1994 Chevrolet Silverado pickup truck, is located on the back of the transmission. The speed sensor is labeled as such.
The only way to reset the sensor light on a 1985 Nissan pickup truck is to disconnect the sensor wiring. After 60 seconds, put the wiring back in place.

It kind of depends on what type of car/truck you have. Most fwd vehicles have the speed sensor in the transaxle above one of the axles. To change it usually requires removing a bolt and pulling out the sensor. Rwd vehicles either have the sensor in the transmission, transfer case(4x4) or in the rear differential. The replacement procedure is similar.
