Use photoshop, GIMP, or another editing program that has layers.
Open your photo.
Duplicate the background layer
Convert the top layer to black & white (using desaturate or channel mixer)
Add a layer mask using the 'hide all' option
Change your foreground color to white
Using the brush tool, paint over the parts of the picture on the layer mask where you want the color to show through. I recommend using a soft-edged brush and set opacity to something like 25%. You'll have to paint over an area multiple times to get the full color to show through - this gives you a lot of control on how intense you want the effect to be.
