Latex paint is rubberized....and it wants to stick to everything it comes in contact with, which is one of the beauties of paint. However, if you want to be able to peel paint off of something you have applied it to, just about the only way to achieve that would be to rub some Vaseline onto the surface in question. Baby powder will also work if you use enough of it.
It is very difficult to remove latex paint from rubber weatherstripping due to the fact that it is porous material. It means that the paint is seeping into the rubber and removing it may cause some damage to the material. So that there are only two options, use some alcohol or simply buy new rubber weatherstripping.
If it is a small amount, it is likely to do the job. If you have a bigger spill, it is better and more economical to pick up a product from somewhere like Home Depot or Lowes. The paint department can talk to you about the type of paint and other conditions to make a recommendation.
