On the underside of the steering wheel you will find two small triangle shaped holes on each side of the steering column. With a flat blade screwdriver you can release the catches on all four of the latches that hold the airbag in. Before you start trying to do it get a mirror and look in those holes. you will see something that looks like a 50 thousands size wire or small nail. That is what you are trying to move enough to unhook the bag. Once you have those four clips relaesed carefully lift up on the bag and disconnect the pigtail to the clock spring. After that just loosen that huge nut in the middle and try to rock the steering wheel off. On some you will need a puller that you can buy pretty cheap at your local parts store. Some parts stores loan or rent them out.

Maybe your steering wheel it's keeping the ignition cylinder to turn, so move the steering wheel and at the same time try to turn the key. Maybe you need to replace the ignition cylinder key lock
you have to remove the steering wheel. (if it has an airbag, be very careful not to set it off.) if no airbag, just remove the steering wheel, and on the ignition switch there is a bolt that simply screws out. remove the ignition switch, and replace with the new one. line up the bolt holes, and replace bolt. put steering wheel back on, and youre done.
Replace just the steering lock unit. The tumblers are old, and they need to be replaces. After replacing the lock, go to a locksmith, and have him re-key the doors to match your new ignition lock.

You can replace the ignition lock cylinder in your 1994 Pontiac Firebird without removing the steering will. Remove the retaining ring at the top of the ignition cylinder. The ignition cylinder will slide out.
I have not seen a way to do it without removing the steering wheel (and airbag).

You need to remove the steering wheel first with a puller. There is a latch you can trip with a small screwdriver that will let the ignition switch slide out. Simply replace the switch and put the steering wheel back on.
