Don't waste your money painting over it that's not necessary get some 1500 wet sanding paper and some rubbing compound wet sand it then compound it either by hand or a wheel if your not experienced with a wheel Id recommend doing it by hand or you can create more damage.
Scrub it with Goof Off, when it gets softer,try to pull it off. If that won't work, persist with scrubbing. Suck the liquid out with a shop-vac periodically.
