There are seals to be replaced but you have to know what you are doing. Normally there is a repair kit available. You should go to the parts shop and ask for the repair kit.

If the entire system is drained of fluid then yes, total loss of steering is possible, though unlikely, as long as the fluid reservoir is never allowed to empty. That said, repair should be made sooner than later. The leaking oil is not very enviro-friendly and you will either spend money on fluid now and the repair later or you will spend money on the repair now and not on fluid at all. Do the math.

Later, he was on the freeway at 65mph and lost steering. The engine stayed on. He was able to pull over, or the car pulled to the right (bad alignment a good thing?). The repair person said the water pump for 1996 Jeep Cherokee sport helps circulate the power steering fluid.
