Stuck parking brakes are usually due to dirty/worn cables. Try tapping on the brake backing plates with a hammer. Don't hit them real hard and damage them. Some times this will allow the return springs to back off the brakes. If it works and they stick again next time you use your parking brake you need new cables.

if it is a RED brake light on the dash that comes on when you mash the brake pedal , this is indicating a hydralic failure , uselly from low brake fluid caused by leaking master cylinder or calipers or wheel cylinders hope this helps J

Hand brake sticking? Probably bad brake cables. Replacement is necessary.
Worn e-brake linings or e-brake linings and cables are out of adjustment.
it means your emergency brake, or hand brake is set. if the brake is released, check cables and sensor. could also be the switch or sensor.
Examine the brake cable from the cab all the way back to the rear wheels. If the cable isn't broken, pull the wheels and drums and check for wear on the brake shoes. It might just be an indication that you need to replace the rear brakes. Once the drums are off, have someone operate the hand brake while you watch the cables. If the cables aren't pulling, find out where the cable is broken.
There a 2 wing nuts in the back that the brake cables connect to. You need to tighten them up until you feel resistance at the hand lever.
Probably one of the e-brake cables rusted tight. If you continue to drive it, it may burn out one or both of the rear brakes. Have it repaired now.

Remove rear wheels and lubricate emergency brake linkage and cables--make have to disconnect and replace cables (back off adjustment) Lubricate and try to operate cables from under vehicle
If the cable aren't frozen. Adjust the rear brakes first. Then if possible, haven't looked at mine in awhile adjust the cables probably under the car
