I run a two inch open spacer on my supercharged 400 and it helps build torque.
The rpm gain is pretty hard to figure. Rpm does not always equal hp...I would say there is no real difference in rpm. The general idea is to create a taller plenum which would have been part of the manifold.... where low hoods do not allow the clearance and to make a heat barrier over a hot motor.. which may make more hp or torque on a hot day, but create driveabilty problems in cooler weather.
Make sure fuel is getting too the carburetor. The carburetor might not be getting fuel or it could possibly be getting too much fuel. Adjusts the carburetor.
You must be talking about a CARBURETOR. They are called metering rods. They control how much fuel flows through the jets in the carburetor as you push the gas pedal. They can make a engine run lean or rich, by changing the air/fuel ratio.
I Would say the choke on your one barrel carburetor is sticking Start the engine. Let the engine reach operating temperature.Remove your Air cleaner to your Carburetor while the engine is running.Look down the throat of the carburetor and you will see a round flap A.K.A the butterfly.This flap should be completely open when the engine is at operating temperature open so that the air can pass through the throat of the carburetor freely. If you don't understand how a choke works go to howstuffworks and ask how a carburetor choke works and it will all make since.
It has a carburetor and you have to pump some gas into the engine before starting. Automatic choke may not be working, the carburetor may be getting worn and not pumping as much as needed. Everything working right, one or two pumps should be enough.

Companies like Transdapt make aluminum spacer-like adapters to mount a 2bbl carb on a 1bbl manifold . Not very efficient and they are application specific .
Adding the wedge spacer plate will enhance or increase the performance.

There is a thin round hard plastic SEAL that goes on the 1 inch fitting that screws into the carburetor. That fitting is were the fuel filter goes. Also make sure you did not cross thread the fitting.

Yes you can by using a 2 to 2 1/2 inch spacer. Make sure all the lugs on the spacer will fit deep enough through the wheel an make sure the wheel well is clear by cutting alittle or lifting alittle, its pretty basic to do but i must say the rims wont stick out as far as most people like. the rim will set in alittle more but that's what the adapter will prevent. most spacer/adapters can be bought as new or used at most wheel an tire shops.
Several things could make a carburetor backfire. The engine could be out of time. the carburetor could have a stuck float, or the engine could have a stuck valve.
