The rear drum brakes are self adjusting. This happens each time you back up and apply the brakes. You can speed the process by backing up and using the hand brake to stop. If for some reason this is not working you can, on some cars manually adjust the brakes by removing a small rubber seal on the lower part of the backing plate at each wheel. You then use a brake adjustment wrench to rotate a star wheel and tighten the brake shoes snugly against the drum until it cannot be turned by hand. Back it off until the wheel can be turned freely. I would first try removing the wheel and drum and clean all components with a spray brake assembly cleaner. More than likely, it is not working due to corrosion or dirt in and around the assembly.
If you mean the side ones next to the headlight. uggggh. The manual says to removethe bumper and headlights etc. After 8 hours of struggling I removed a few screws from the wheel well skirt and stuck my hand upin there. Youll need a patient friend to guide you, and in hindsight your probably better off removing the bumper like they say. You can find the manual at auto zone . com repair info
It's very simple. to replace the actual bulb, just open the back (the hatch) and look in the trunk behind where your taillights are. you should see wires, and a black rubber thing thatconnects to the panel of your trunk. give it a half turn and pull the lights out. then replace it all. .
Open your tailgate and remove the bolts that hold the taillight on. I believe there is two of them. Carefully remove the light as the other end of the taillight is held in place by tabs. replace the light bulb/s and install by following in reverse.
Open trunk, locate the 2 small nuts that are located behind the light housing. Unscrew the nuts, then wiggle the entire housing away from the car. then you can get at the back of the housing to remove the bulb.

If it's the brake light in the rear quarter panel then you open boot lid and unscrew the two bolts holding the light cluster and slide it backwards, then you will have access to the bulbs

Remove your 1998 Honda rear window brake light cover. Push the light bald in and turn at the same time. The light bulb will come out. Reverse the process to install the new light bulb.
