In Pokemon heartgold and soulsilver how can you unblock route 19 ive went around it to the other side from seafoam island but the construction guys wont leave?

They won't leave until after you have beaten Blaine (and maybe Blue/Gary as well)

In Heart Gold Lugia is level 70.
