Bear in mind that in 1974 Ronald Reagan described Libertarianism as being the heart of Conservatism. Rand's policies are strongly similar to Reagan's advocated positions before he ran for office.

First, Ron Paul no longer holds elective office. He had some power as a long-serving member of the House, but that is gone now. Without the high-profile pulpit he used to have, he is naturally going to attract less attention. Second, Ron Paul's son Rand makes for better TV. He is a much slicker and more polished speaker than his father, and he holds a seat in the Senate. Third, he failed. Ron Paul tried to obtain the Republican nomination twice, and lost. He managed to move the debate over issues in a much more libertarian direction, and he managed to assemble a large libertarian caucus within the Republican machine. Neither of these very real achievements was enough to overcome the fact that his foreign policy does not sell with most Republicans.

People who join the Libertarian party are people who want lower taxes, less government spending, increased rights, pursue a foreign policy to avoid costly wars and costly alliances, they also oppose government control of marriage, believe in free speech, believe in the second amendment and generally want less government than either republicans or democrats. There are over 225,000 registered Libertarians and many more who vote Libertarian and who are not registered members.
