Close to the same. Enamel just means that it's a hard finish. If you're painting a door, trim or anywhere that will be handled often and you must use a water based paint, an enamel is the way to go.

Well first you would use Kilzprimer you have to prime the drywall first then any latex is what contractors use.Kilzprimer is OK, but expensive and unnecessary unless you have stains on a wall or ceiling you need to cover before paint. Any good Latex basedPVA primer is good on newly installed drywall.

Semi-gloss is an enamel that dries very hard and can be found in a low sheen (satin) a medium sheen (semi-gloss) and a high sheen (high gloss) Flat paint is usually used on walls and ceilings where as semi-gloss is used in kitchens, bathrooms, doors an jambs because it helps hold back the inherent moisture in those areas.

Yes. You can paint semi-gloss latex paint over flat latex paint. It is not advised to paint over any latex with any oil-based paint. Nor is it advised to try and paint over semi-gloss paint with any other finish without first de-glossing the finish and priming.
Most semi-gloss paint is enamel which is extremely hard when dry. Semi-gloss enamel is used in kitchens, bathrooms and on doors, door jambs and cabinets because it holds back moisture and because it can be cleaned with soap and water. I can assure you that whatever type of food stains you are finding on you kitchen cabinets ( you must have kids :-) will occur as well on any sealer you might apply. If proper coverage was given when the semi-gloss was applied to your cabinets you should be able to wash them as often as you like without any problems.
A fine sanding or the use of a de-glosser will give the primer tooth.
