Theodore Roosevelt was a Progressive and a member of the Republican Party (aka the Grand Old Party or GOP). TR's foreign policy was hardly conservative; he had no problem dabbling in Latin American affairs (especially regarding the Panama Canal) and reached out to Russia and Japan to negotiate the end to the Russo-Japanese War. However, TR was a noted conservationist, preserving large areas of forest reserves and other national parks, monuments, and wildlife sanctuaries. He also believed in the strength of the individual, and of individual responsibility, which might be considered conservative values today (though that could be debated).
