You can get most Johto and other region Pokemon (they depend on the version). Soul Silver cannot get the Mankey, Gligar, Growlithe, Spinarack, Mantine, Phanpy, Sableye, Baltoy, or Kyogre families.

∙ 10y agoThere are many Pokemon you can get in Soulsilver, considering that once you have beaten the elite four, you may move on from the Jhoto region to the Kanto region. With that in mind, the Pokemon you may find throughout the game are limited to the Pokemon in the first two Pokemon generations. However some Pokemon can only be found in heartgold or Soulsilver; such as the Pokemon skarmory. It can only be found in Soulsilver, so if a Heartgold owner wants one they must trade wirelessly.
