There is a topical cream called "Emla" on the market, it is made by AstraZeneca and is available over-the-counter from the pharmacist (Europe). It is applied about 40 minutes before a procedure (tattoo, Brazilian wax) and numbs the skin very efficiently. My packet says it is 5% strength, but I am unsure if it comes in a more potent form.
