Paint will "wrinkle" when it forms a skin over the base coat/primer of which it is applied. This can happen for many reasons such as the top of the paint coat drying faster than the bottom, too thick of an application of the paint, paint that is applied to a primed surface in which the primer was not allowed to fully dry. It can also occur when paint is applied to extremely hot or cool surfaces or during high humidity. Dirt or wax surfaces can also cause the paint to wrinkle. To avoid these situations, sand down the affected areas and apply a new coat of primer. Allow the primer to fully dry and repaint using nice even, light coats.

Improperly prepped surface, and or incompatible material overlays such as water based paint on enamel or vise versa.
what kind of paint?? How long has the original paint been on there? Many times, the "vehicle" (solvent) in the polyurethane will cause the existing paint to curdle or wrinkle if it is a water based/latex paint. If it has been on there a long time though, you might be able to get away with it. See if you can test a small spot that is not exposed or visible first. Even if it "tests" OK, it still might have a tendency to pull the existing paint up when you get it on a large area, so be careful
