You do have to take the steering column apart including the air bags. Due to the possiblilty of deploying the air bags and the complicated steering column, I suggest you take it to a garage.
What causes it not to crank? First thing to look at is the battery. Have it tested to see if it is working as it should. Most times, if its not cranking at all, its the battery.
There is a grounding issue with the system, either that or one of the components is otherwise drawing more amps than the circuit breaker is meant to handle and it is tripping.
TRY GRABBING THE LIP ON THE FRONT OF THE HOOD AND PUSHING UP TOWARDS THE GLASS HOOD LATCH SOUNDS DAMAGED IT WORKED FOR ME
the location of the hazard lights is on top of the steering colum.
The turn signal and the hazard lights each have their own relay. Sounds like you have to replace both relays.
Your remote door opener may be the problem. It may be going bad. Leave the remote home and see if that solves the problem
If the lights come on but do not flash, replace the flasher relay. If they will not come on check the fuses.
The most common causes are the bulbs themselves, but another problem could be your hazard realy itself, its kinda like a fuse, idk where its located but if it went bad, the flashers stop operating, its a cheap fix, just have to find the relay.
Check the fuses and it may be the flasher relay as they have 2 try turning the hazard lights on and off a few time as you relay may be stuck.
Remove the wiring harness from the back of your 1997 Ford Crown Victoria hazard lights switch. Remove the hazard light switch retaining screws. Reverse the process to install your new hazard light switch.

Check the brake light switch. It's probably attached to the brake pedal, under the dashboard.

The Turn signal Fuse should be number 11 (7.5Amp) in the fuse box. Hazard Lights are on number 14 (15Amp).
