if packed tight enough it will prevent the engine from starting/running. if you heat up the pipe it will melt the snow and everything will be fine. just drive the car on the freeway for 20 mins or so as to evaporate the left over water and push it out. this is only a precaution to keep the welds and the inside of the pipe from rusting out.

If the battery turns the starter and sounds strong- but the engine won't run, the sparkplugs have spark (check each one 1 at a time), and the fuel filter is not clogged (and not installed backwards), and the engine still won't start and run on it's own, the intake manifold pulls in air, and there's no banana in the tailpipe, then it is most likely the fuel pump. (Sometimes in the winter, you could accidently back into a snow pile- pushing compacted snow into the tailpipe. Your car won't start until you get a screwdriver or something, and pull out the snow from the tailpipe.)
Yes, these can be clogged in heavy snow and after heavy use. Just make sure to clean these regularly and you should have no problems with using it.
