Depending on what you mean when you say "based on".You can use a photograph as the basis for an original composition that you create. This means that you can use a photograph to formulate an idea or composition of your own.As for using the photograph in question, as evidenced by the Copyright, Designs and Patents Act 1988, as amended by s. 5, Duration of Copyright and Rights in Performances Regulations 1995, copyright of a photograph in the UK belongs to the creator for 70 years (until year end) AFTER the death of the creator.

The theme of "This is a Photograph of You" by Margaret Atwood explores memory, identity, and the passage of time. The poem reflects on how photographs capture moments in time and serve as a reminder of our past selves. It also delves into the idea of how our perception of ourselves changes as we grow and evolve.
On Wednesdays all over the internet, bloggers post a photograph with no words to explain it on their blog. Hence the ‘wordless’ title. The idea is that the photo itself says so much that it doesn’t need any description.

If it is an original photograph by Bob Carlos Clarke, yes, it is almost certainly worth a very good deal of money. Chances are, though, rather than an original photograph, what you have is more likely a giclée print of a photograph, which Clarke produced in conjuction with the galleries in which he showed. Not to worry- such signed and numbered prints still sell, at least at gallery prices, for anywhere between $12,000- $18,000. Private sales would almost certainly be less, but you get an idea of value. One should note, if what you have is, indeed, an original signed photograph, rather than a giclée print, such a thing would expect to very- very- well at auction. As England's Eyestorm Gallery still deals in Clarke's prints, if your intent is to sell, you can contact them for specifics (Eyestorm.com). Opus Art Gallery, also in located in England, is also a listed dealer (opusunderground.com).
