Why would there be a minimum length? A garage could be 10'X10' but a car will not fit in it, I have a 22'X22' and a full size pickup will not fit in it, so it depends what you drive.

The car already traveling in the road would have the right of way since they are already properly in motion and traveling in the correct direction of traffic.. The reversing car would be traveling against the flow of traffic and has an obligation to ensure that the way is clear before reversing.
